New EBT adaptations for season 2010

altFew days ago we received official mail from EHF, in which they write about new adaptations in beach handball for season 2010.We hope that these adaptations will arise the quality of tournaments. Enjoy.

Dear EBT tournament organisers and teams,

As it was already announced on the EBT website, the EHF Beach Handball Commission (BC)
has decided at its last meeting on 18/19 September 2009 to make changes and adaptations for
the upcoming EBT season.

We hereby would like to inform you on these changes in details. Furthermore, you will find the
new regulations on the new website (after launching).

1. New EBT website
The old EBT website was no longer able to deal with the high number of teams and tournaments
in a satisfactory manner. Therefore, the EHF Office is working on a new website which shall be
more effective. The website will be operated inside the EHF Office in order to solve arising
problems faster. The new website will be launched by 6th November 09.

2. New registration system
A new registration system will be implemented together with the new website.
From the day of the website launch, you will be able to register as USER. Each user can either
register tournaments (tournament manager = USER) or one Men and one Women team (team
manager = USER).
After your registration you will receive your access codes via e-mail. Your registrations have to be
verified by the EHF Office. You can only register as user once!

3. EBT Observer
With Beach Handball becoming increasingly popular, we had to realise that not all tournament
organisers behaved according to the spirit of Beach Handball Fair Play. In order to avoid
receiving wrong criteria (to gain additional points) and to receive all rankings in time, the BC has
decided to create the position of “EBT Observer”.

An EBT Observer can either be an EHF Beach Handball delegate or a BC member, for which – if
he fulfils the function of delegate – the tournament will be awarded 20 additional points or a
National observer (0 points, obligatory). Each National Handball Federation will be requested to
nominate max. 5 members out of their Federation as National observer. An EBT Observer shall
not be involved in the organisation or be a referee at the tournament concerned.

The task of the EBT Observer is to check the given criteria and to enter the complete tournament
ranking (3 days after the end of the tournament at the latest).
The organiser has the task to prove the given criteria to the EBT Observer (if necessary) and to
provide the EBT Observer with the complete ranking of the tournament (in electronic form) on the
spot. Any violation by the organiser (and/or by the teams) which might lead to sanctions
has to be reported to the EHF Office.

Only the tournaments that nominated an EBT Observer can register as EBT tournament.
The participation of an EBT Observer is obligatory! All arising costs (travel, etc.) have to
be borne by the EBT tournament organiser.

4. New criteria

The EHF BC has also adapted the tournament criteria. The valid criteria for the season 2010 are:
1. x Points Prize Money (€ 0 – 1.000 / 5 points, € 1.000 – 2.000 / 10 points, € more
than 2.000 / 20 points) – ONLY CASH VALID
2. x Points Number of playing days (1 point per day, starting on the first day,
maximum 5 points)
3. x Points Number of foreign teams (2 points per competing foreign team, maximum
10 points)
4. 5 Points Youth tournaments played at the same venue at the same time
(min. 4 youth team participating)
5. 15 Points Internet live-streaming (address to be submitted to EHF 2 weeks prior the
tournament)
6. 20 Points TV transmission
7. 10 Points DVD-Post competition production (including all final matches to be
submitted to the EHF within 2 weeks from the end of the tournament)
8. 5 Points 2 internet access points for the competitors free of charge
9. 5 Points Stands for minimum of 500 spectators
10. 5 Points 1 electronic scoreboard per court
11. 5 Points Artificial lighting for night matches (min. 1,000 Lux)
12. 5 Points Electronic loud speakers and music during the tournament
13. 5 Points Cheerleaders during all final matches
14. 5 Points Men’s and women’s tournaments played at the same time
15. 5 Points 2 referees per match
16. 10 Points EHF Beach Handball referee couple nominated (list)
17. 20 Points EHF Beach Handball delegate nominated (list)
18. 0 Points National observer (list)

5. Obligatory criteria

The following criteria are obligatory for each tournament:
– Playing according to the IHF Rules of the Game for Beach Handball
– Free water supply for the teams
– Nomination of one observer (EHF Beach Handball delegate or BC member is
preferable! If no EHF Beach Handball delegate is nominated, the participation of a
National observer – see list – is obligatory)
– Acceptance of EBT Regulations
All these changes and modifications were necessary since an increase in the interest for the
tournament could be experienced, but at the same time Fair Play concerns arouse regarding the
EBT and its participants.
We hope that these adaptations will enable all Beach Handball friends to join in to a fair and
successful EBT season.
